Asphalt Seal Coating, Crack Repair, and Parking Lot Striping Services

1. Overview
Elyria Public Library is requesting proposals from qualified paving and asphalt maintenance contractors to provide asphalt seal coating, minor crack filling and repair, and parking lot striping services at five (5) separate locations. The intent of this project is to extend the life of existing asphalt surfaces, improve appearance, and ensure parking areas are clearly and safely marked.
All work shall be performed in a professional manner using industry-standard materials and practices suitable for commercial and public-use parking lots.
A site visit with an Elyria Public Library contact is required prior to submitting a proposal to confirm the specific areas to be addressed at each location.
2. Project Locations
The five locations included in this RFP are:
- 211 2nd Street, Elyria, Ohio 44035
- 340 15th Street, Elyria, Ohio 44035
- 1194 West River Road, North Elyria, Ohio 44035
- 1219 Taylor Street, Elyria, Ohio 44035
- 133 E. Commerce Drive, LaGrange, Ohio 44050
3. Scope of Work
The selected contractor will provide the following services at each location, as applicable:
A. Asphalt Preparation and Crack Repair
- Clean asphalt surfaces prior to seal coating
- Fill and repair minor cracks using appropriate crack filler or sealant
- Address small surface defects as needed to prepare for seal coating
- Protect adjacent curbs, sidewalks, buildings, landscaping, and utilities during work
B. Seal Coating
- Apply one (1) or more coats of commercial-grade asphalt seal coat, as recommended by the contractor
- Seal coat shall be evenly applied and suitable for the existing asphalt condition
- Contractor shall follow manufacturer recommendations for application and curing times
- Barricades and signage shall be provided to prevent vehicle or pedestrian access during curing
C. Parking Lot Striping
- Repaint all parking lot striping to match the existing layout, including:
- Standard parking spaces
- Accessible (ADA) parking spaces and markings
- Fire lanes, arrows, and other existing pavement markings, as applicable
- Striping paint shall be traffic-grade and suitable for asphalt surfaces
4. Contractor Qualifications
Proposals should include:
- Company name, address, and contact information
- Brief description of experience with similar commercial or municipal projects
- Examples of comparable work (photos encouraged)
- At least two (2) references
- Proof of insurance and any required licenses or certifications
5. Proposal Requirements
Proposals do not need to be lengthy but should include the following:
- Brief summary of the proposed approach and materials
- Estimated project schedule and duration
- Itemized pricing broken out by individual location, clearly identifying the cost for each of the five sites
- Total combined project cost
- Description of any assumptions, exclusions, or optional services
6. Selection Criteria
Proposals will be evaluated based on:
- Experience and qualifications
- Quality and suitability of proposed materials and methods
- Ability to meet schedule requirements
- Cost and overall value
- References

8. Additional Information
Elyria Public Library reserves the right to accept or reject any proposal, to waive informalities, and to request additional information or clarification as necessary. Award may be made to a single contractor for all locations.
